@bradwfulton: I wasn't able to repro based on the situation you described. Could you please file a new bug and provide detailed steps or a repro project? Note that it is very unlikely that the version of MVC has anything to do with the issue, i.e. if there is really an issue in EF Migrations you should be able to repro in a console application as well.
